Governance Committee
Ararat Neighbourhood House is governed by a volunteer governance committee. Our Governance Committee is made up of community members and representatives from business. The responsibilities of the Governance Committee are to provide purpose, leadership, direction and strategy; to ensure the organisation’s finances are sound; and to make sure the operations are legal.
We have developed strong partnerships with like minded businesses and organisations, and enjoy being actively involved in supporting the community of Ararat and surrounds. Ararat Neighbourhood House is a welcoming space, committed to engaging with and providing relevant opportunities members of our local community.

Talwinder Kaur (Teli)
Manager at Ararat Neighbourhood House
I have lived in Ararat since 2011, before that, I was in Ballarat. I migrated to Australia in 2008 as a Federation University student. I am a mother of two kids, one daughter and one son. I love living in Ararat as it’s so much easier to raise kids along with work commitments. My hobby is spending my free time with my beautiful family.
I hold few Australian qualifications:
- Certificate III in Commercial Cookery
- Diploma in Hospitality
- Advanced Diploma in Hospitality
- Advanced Diploma in Community Sector Management
- Currently a student of Bachelor of Business
I became the manager of Ararat Neighbourhood House in May 2022, before that, I was working in the hospitality industry. I am responsible for overseeing the operations of Ararat Neighbourhood House and providing effective leadership for the organisation. I love working in a sector full of passionate and caring people who go out of their way every day to make a positive difference in someone’s life.
Philip Hollis
Chairperson
Philip Hollis was raised and educated in Ararat, attending Ararat Technical School.
My first job was at Tarara Roadhouse. Afterward, I spent a few years as a locomotive assistant on the railways. I then worked in construction and roadworks, with additional training in horticulture, which kept me busy until Gasons offered me a position in their sheet metal department.
Later, I worked for the Office of Corrections and received training in hospitality, which led me to start a small business and work in commercial cooking. I also gained experience working for a casino in Queensland to round out my career.
For the past 8 years, I’ve been involved with the neighbourhood house, and for the past 4 years, I’ve served as the Chairperson of the committee.
Carol Starkey
Vice Chair of Committee
Carol Starkey is the Partnership and Projects Manager at Grampians disAbility Advocacy.
Having spent many years living and working in remote communities, in Australia and overseas, Carol is passionate about embracing diversity, empowering local people, and creating a fair and just place where all people feel they belong. She has a breadth of experience across the health, community, and business sectors, previously holding positions managing General Practice and supporting health integration and equity.
Carol holds a:
- Diploma of Business (Governance)
- Diploma of Practice Management
- Cert. IV in Community Development
She has strong governance and leadership skills and currently volunteers on a number of local committees and the Wimmera Southern Mallee Regional Partnership.
Jenni Starick
Secretary
I have spent many years trying to help to improve the lives of people with disabilities.
Having volunteered for 14 years with our local advocacy service, on their Board of Governance and with their self advocacy group and community forums.
Having volunteered at Ararat Neighbourhood House for the last 5 years with various programs and being as a secretary of the Committee of Management.
Alan Green
Treasurer
I have farmed at Great Western for 40 plus years, along with my wife Shelley, where we have raised three children. We have now handed the farm over and have retired into Ararat.
We have enjoyed developing a garden and are always building something new. I have always enjoyed playing sport and am involved in club management, as well as participating in Ararat Neighbourhood House
Amanda Holbrough
Admin Officer
I live in Ararat and am the Administrative Officer and a Fist Aid Officer for the Ararat Neighbourhood House,
I have Diploma’s in:
- Business Administration
- Leadership and Management
- Digital media technologies
- I also have my certs 1 & 2 in I.T
I have been working at Ararat Neighbourhood House now since the 6th March, 2024 and am enjoying my roll at the Ararat Neighbourhood House.
Graeme Ferguson
Committee Member
I born in Swan Hill on 28 November 1948
I went to school in Swan Hill, and after completing year 12, I moved to Melbourne to study Accounting at RMIT. I worked for the Australian Taxation Office for 10 ½ years then joined the Chartered Accounting firm KPMG where I worked for 12 ½ years, the last 4 ½ years in Papua New Guinea. Upon my return to Australia I was employed as the Financial Controller of a Property Management / Property Development company for 22 years.
I am married and my wife and I have one son, three daughters and seven grand children. My wife and I were involved with Foster Care for many years.
On retirement in 2013 my wife and I relocated to Ararat.
Over the past 50+ years I have been extensively involved in various sporting activities, scouting groups and acting on various community committees. I have been part of the ANH’s committee for last 5 years.
Manzoor A Mian
Committee Member
I migrated to Australia in 1993 as an engineering professional. For the past 29 years, I have worked at Bega Foods as an Integral Action Quality Assurance Instrumentation Engineer.
I have been a part of the Committee of Management at Ararat Neighbourhood House for the last 4 years. Additionally, I have served as the Secretary at Ararat Islamic Welfare Association Inc. for the past 15 years.
My qualifications include:
- Post Graduate Diploma in Digital Control
- Graduate Diploma in Education (Secondary)
- Master of Engineering in Electrical and Electronics
In addition to my professional roles, I am actively involved in Justice of the Peace services. Furthermore, I serve as the Spiritual Carer at Northern Hospital in Melbourne. Overall, I am deeply engaged in the community and find great fulfillment in contributing back.
Chris Zubrinich
Network Manager
Christine provides tailored support to the network of Neighbourhood Houses located in the Wimmera West Grampians.
Kylie Howarth
Counsellor & Support Worker
My name is Kylie I’m the Counsellor/ Support worker I have been at ANH for approx. 5 – 6 years, I have been working and volunteering in the welfare industry for approx. 31 years assisting communities, with many issues. Mainly Domestic Violence, Sexual assault, Addiction issues, along with variety of other challenges.
I Love working at ANH and hope to be of assistance for many years to come.
So please come for a cupper and I look forward to meeting more of the community.
